In my case, the issue was related to an app running in the background that wasn’t closing properly. Try going through your open apps and closing them manually. Double-tap the Home button (or swipe up from the bottom of the screen and pause in the middle of the screen on newer models) to see your recent apps, then swipe up on each app to close them. After doing this, see if your phone will shut down normally. It worked for me after I identified and closed the problematic app.
