I had a similar issue because my default contacts account was set incorrectly. To check and possibly correct this, go to:
1. Settings.
2. Contacts.
3. Default Account.
Here, ensure your preferred account (like iCloud) is selected. If another account, such as a different email provider, is the default, your contacts might not be syncing as expected. This fixed my issue.

Sometimes, software glitches cause such problems. Restarting your iPhone can help clear out minor bugs:
1. Press and hold the side button and either volume button until the power-off slider appears.
